Subject:    Consider Resolution 18-8 Amending the 2018 Budget for the Victim Service Grant from MN Department of Public Safety/Office of Justice

Staff recommends City Council amend the 2018 Budget for the victim service grant received from the Minnesota Department of Public Safety (DPS) Office of Justice Programs (OJP).
The City accepted a grant from the Minnesota Department of Public Safety (DPS), Office of Justice Programs (OJP) to fund a victim witness advocate position in 2017.  This position provides services to crime victims, ensuring crime victim rights are upheld as well as victims' safety and access to services that meet their needs.  The funding enhances, but does not replace existing services for crime victims by having the victim service staff be in court with an attorney to improve victim contact.  Further, the grant helps prosecutorial agencies meet statutory requirements by enhancing information/referrals for victims and providing victims greater assistance and advocacy. The victim service staff is under the supervision of the City Attorney.  

The State  awarded funding to cover a full-time (40 hour/week) victim witness advocate.  The grant  provides $70,000 per year, which  requires the City to subsidize the position at at estimated $5,000 to $16,000 per year depending on benefit selection and the wage rate of the employee.  A portion of the subsidy will be covered by the prosecution agreement with the City of Fridley.  The grant began October 1, 2017 and covers two years.    The City may apply for renewal applications in the subsequent two years until the next competitive grant process.

The 2017 Budget was amended to include twenty-five percent of the grant revenue and corresponding expenditures.  The 2018 Budget should also now be amended since it had not been included upon adoption.
