Authorize Execution of Amended Joint Powers Agreement - Street Maintenance Materials Contract

In 2004, a group of cities joined together to form the North Metro Regional Street Maintenance Consortium, administered by the City of Coon Rapids. The purpose of the group was to combine maintenance service contracts in an effort to obtain a financial benefit for maintaining city streets.
In 2004, the cities of Coon Rapids, Andover, Brooklyn Center, Columbia Heights and Fridley joined together to solicit bids for street maintenance services. The Joint Powers Agreement has since been amended to include Ham Lake, East Bethel, Anoka, Mahtomedi, Circle Pines, and Mounds View. Also, the 20-day comment period and the 30-day opting out period were combined into one 30-day period after recommendation of award, prior to the award of contracts.
The City of Arden Hills and the City of St. Francis expressed interest in joining the group to participate in 2018 activities. On December 11, 2017, Arden Hills adopted a resolution authorizing the execution of a Joint Powers Agreement and participation in our program. St. Francis adopted a similar resolution on December 14, 2017. The Ninth Amendment need only be executed by the cities of Coon Rapids, Arden Hills, and St. Francis.
If Council approves the JPA amendment, attached for consideration, staff will forward an executed copy to all participating cities.
It is recommended the City Council authorize execution of the Ninth Amendment to the Joint Powers Agreement, adding Arden Hills and St. Francis to the North Metro Regional Street Maintenance Consortium.
