Consider Resolution 18-23 Calling for Public Hearing to Vacate Public Roadway Easement

The Council is asked to consider a resolution to set a public hearing on a public roadway easement vacation for an unnamed roadway dedicated in the plat of Coon Creek Park.
The Council is asked to consider a resolution to set a public hearing for a street vacation in the Port Riverwalk area. The HRA currently has a preliminary development agreement with Centra Homes to develop the HRA owned Port Riverwalk site on the south side of Coon Rapids Boulevard near Avocet Street with residential uses, including the sale of detached townhomes. Staff is currently working with Centra on the terms of a full development agreement. Staff expects to present a more detailed development proposal to the Council in the coming months. Staff has been working on resolving various title issues with the site. One of these issues involves old street rights-of-way within the site that were never vacated. Staff requests the Council adopt a resolution to begin the process of vacating these streets. A vacation petition may be initiated by the City Council upon adoption of a resolution by 4/5 majority. Resolution 18-22 calls for a public hearing on February 20, 2018 for Council to consider this vacation. It is expected that new street alignments within the site will be established when the site is replatted in conjunction with the development project.
