Subject:    Riverdale Village Area Transportation Assessment

INTRODUCTION
Staff will discuss the final Riverdale Village Area Transportation Assessment.
DISCUSSION
In 2017, the City engaged SRF Consulting Group to study transportation concerns within and surrounding the Riverdale Village Shopping Area. The objectives of the study were to review existing traffic and pedestrian operations within the Riverdale Village area; identify issues/barriers that result in less than ideal operations, and develop potential mitigation alternatives.

As part of the assessment, two meetings were held with area business representatives on December 14, 2017 and February 15, 2018. Feedback from the businesses is included as part of the assessment.

Specific locations that were reviewed as part of the study are:
1. Riverdale Drive and Northdale Boulevard
2. Wells Fargo Access at Northdale Boulevard
3. 124th Avenue at Riverdale Boulevard
4. Riverdale Boulevard
5. Northdale Boulevard (Menards and Costco Access)
6. Round Lake Boulevard Pedestrian Gap
7. One-way ingress access from Round Lake Boulevard to the Kohl's parking lot
8. Menards access to Main Street

The study notes that changes to the one-way ingress into the Kohl's parking lot from Round Lake Boulevard do not provide a capacity benefit and is not likely to receive agency (County and MnDOT) approval, and the inclusion of a traffic signal at the Menards access to Main Street does not meet County traffic signal spacing requirements.  Therefore, these two locations were not identified for further review as part of the study. Following is a summary of the locations that were brought forward for concept development:

1. Riverdale Drive and Northdale Boulevard
Short-term priority (1-3 years) - Opportunity with pending street reconstruction project
Proposed to reconstruct intersection as a hybrid roundabout
Estimated cost = $750,000 to $950,000

2. Wells Fargo Access at Northdale Boulevard
Short to mid-term priority (1-3 years to 3-5 years)
Proposed to relocate driveway approximately 100-feet to the south along Northdale Boulevard
Estimated cost = $50,000 to $100,000

3. Riverdale Boulevard and 124th Avenue
Long-term priority (5 or more years)
Two concepts identified.  Concept A involves shifting access points and creating new access locations.  Concept B involves creating a hybrid roundabout.
Estimated cost = $200,000 to $400,000 (Concept A) and $600,000 to $800,000 (Concept B)

4. Riverdale Boulevard (Private Street)
Short to mid-term priority (1-3 years and 3-5 years)
Three concepts identified.  Concepts include reconfigurations of internal parking and drive aisles, modifications to the partial traffic circles, and driveway access relocations.
Estimated cost = $250,000 to $400,000 (Concept A), $150,000 to $250,000 (Concept B), and $600,000 to $800,000 (Concept C)

5. Northdale Boulevard (Menards and Costco Access)
Short to mid-term priority (1-3 years and 3-5 years)
Four concepts identified.  Concepts include access relocations, median modifications, roundabout control, and traffic signals.
Estimated cost = $600,000 to $800,000 (Concept A), $700,000 to $900,000 (Concept B), $500,000 to $700,000 (Concept C), and $300,000 to $500,000 (Concept D)
Note that Concepts A and D were deemed unfeasible based on additional review and business feedback.

6. Round Lake Boulevard Pedestrian Gap
Short-term priority (1-3 years)
Anoka County has submitted a federal aid grant application to construct a new trail on the east side of Round Lake Boulevard across the Highway 10 bridge. 

The transportation assessment quantifies the current issues within the Riverdale Village Area and identifies potential concepts that could be moved forward. The assessment also highlights the importance of public/private cooperation as being key to the development of meaningful solutions. Work identified on several of the concepts are located on private property, and would be funded primarily from private infrastructure investments.
RECOMMENDATION
Staff seeks Council feedback on identified concepts/prioritization, and direction on whether any further refinement or design development should occur.
