Consider Resolution No. 18-10(8) Accepting Plans and Specifications for Lions Coon Creek Park Improvements, and Authorizing Solicitation of Bids

As part of the Park Master Plan, Lions Coon Creek Park was approved by City Council for redevelopment. WSB & Associates, Inc. completed plans and specifications for this work. Council is requested to approve the plans and specifications and order the advertisement for bids.
Lions Coon Creek Park has been identified as the final park referendum project, with construction to occur this year. A public open house was held in the Council Chambers on October 9, 2017, and the concepts and comments were reviewed by the Park & Rec Commission. Based upon staff feedback, public engagement, online survey results, and additional recommendations from the Parks and Recreation Commission, the concept drawings were refined and presented to City Council on February 20, 2018. Design services agreements submitted by WSB were approved along with the updated concepts.
The project plans and specifications have now been updated to final design status. Staff is requesting Council approve the project plans and specifications, and authorize advertisement for bids.
The project will be advertised February 15 and 22, 2019, and bids will be received on March 7, 2019. A recommendation for contract award is scheduled to be presented to Council on March 19, 2019. If Council awards a contract at that time, a preconstruction meeting will be scheduled shortly thereafter, allowing the contractor ample time to secure prefabricated facilities (restroom, picnic shelters) to be delivered toward the end of the project. Construction is planned to begin as soon as feasible this spring, and substantial completion of the project is anticipated to be fall of 2019.
It is recommended the City Council adopt Resolution No. 18-10(8) approving plans and specifications and ordering advertisement for bids for the Lions Coon Creek Park renovation project.
This project is proposed to be funded by the park bond referendum and it is anticipated to be within the allotted budget for these improvements.
