Consider Resolution 18-48 Amending Drug Forfeiture Budget and Authorizing Grant Application from the US Department of Justice

In September 2017 Council approved using funds from the US Dept of Justice (USDOJ) Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $11,794 toward the purchase of a MILO Use of Force Simulator. The USDOJ is under court order to suspend the program causing a Federal Judge to freeze disbursement of those grant funds. The police department is proposing moving forward with the MILO purchase with forfeiture funds only.
In 2017, Council approved the police department using Edward Byrne Memorial Justice Assistance Grant (JAG) funds of along with Drug forfeiture funds toward the purchase of a MILO Use of Force Simulator. Because this grant program has been frozen, the police
department is proposing to move forward with the MILO purchase using forfeiture funds only. The total cost for the MILO force simulator is $57,788. Council is asked to approve this request.
MN Statute 609.5315 Subd. 5(1) authorizes the use of Drug forfeiture funds to supplement a police department's law enforcement operating funds. The MILO force simulator will be incorporated into regular and continuing training of our police officers.
Staff recommends Council:
1. Adopt resolution 18-48 amending the drug forfeiture budget for the purchase of the Use of Force Simulator.
2. Authorize spending drug forfeiture funds for the purchase of a MILO Use of Force Simulator for police officer training.
Recommended purchase will require drug forfeiture funds to cover the remainder of the costs.
