INTRODUCTION
The Metropolitan Council Environmental Services (MCES) is in the process of planning for improvements to its Lift Station #L34. This lift station is located on Coon Rapids Boulevard Extension, just north of Coon Rapids Boulevard adjacent to the railroad tracks, and is scheduled for improvements by the MCES in late 2018. As part of the planning efforts conducted by the MCES for its lift station project, several segments of the City's 42-inch diameter sewer pipe and ancillary manholes located immediately upstream of the MCES lift station were identified to be in very poor condition and in need of repairs/rehabilitation. The Riverwalk Sanitary Sewer Rehabilitation project includes sewer pipe and manhole lining for the City owned and maintained infrastructure only.
DISCUSSION

While conducting their planning work, the MCES discovered concerns regarding a segment of City owned and maintained sewer system immediately upstream of their project. SEH Inc. was contracted by the City to provide inspection services and a condition assessment of the upstream City sanitary sewer system, and later recommended full rehabilitation of approximately 1,000 feet of 42-inch pipe and several manholes.  This information was shared with the City Council in work session on November 21, 2017, and a companion memo was approved on the regular agenda that evening to prepare construction plans and specifications.

Plans and specifications are now complete. If Council authorizes, bids will be advertised beginning April 6, with a bid opening scheduled on April 25. It is anticipated that an award of contract will occur on May 1, 2018 and work would commence shortly thereafter, with completion planned mid-October in advance of the MCES project.

Staff and MCES are also working on a cooperative agreement that would outline such things as access, construction coordination, cost sharing, etc.  This agreement will be brought before the City Council at the time of contract award.

RECOMMENDATION

Staff recommends City Council adopt Resolution No. 17-28(8) approving plans and specifications and ordering advertisement of bids for the Riverwalk Sanitary Sewer Rehabilitation project.


BUDGET IMPACT:
Funds for this project were not included in the 2019 budget so a budget amendment to the Sanitary Sewer Utility Fund (Activity 620) will also occur at the time of project award when construction costs are known.
