Robinson Drive Apartment Proposal

Staff requests Council feedback on a preliminary proposal for a 75-unit apartment building on vacant land next to Wells Fargo on Robinson Drive.
Staff has received a development proposal for a 75-unit workforce/mixed-income apartment project on a site currently owned by Shamrock Development next to Wells Fargo on Robinson Drive. Duffy Development proposes seeking tax credits from the state and requesting TIF from the City to provide gap financing. The project would require rezoning and a land use plan amendment. Staff is generally comfortable with the land use change from commercial to residential, as the 2040 Comprehensive Plan guides the site as Commercial Mixed Use. Overall, configuration and location of the site make it challenging for any commercial development, as it has been listed for sale for many years. Staff has completed a preliminary TIF analysis and it appears that the request is justified and the projected increment would fill the gap. A conceptual site plan of the proposed building, which would include underground parking, and photos of similar buildings Duffy has built are attached. Representatives from Duffy Development and Shamrock Development, the current property owner, will attend the work session and provide additional detail. Duffy would likely request a resolution of support from the Council prior to submitting its application to the State for tax credits this summer. City approvals would then follow.
