Subject:    Consider Resolution No. 18-6(9) Awarding Contract for Miscellaneous Park and Trail Improvements

At its regular meeting held March 20, 2018, the City Council approved plans and specifications and authorized the advertisement of bids for 2018 miscellaneous trail rehabilitation and improvements located in Burl Oaks, Prairie Oaks, and Vineyard Parks. Bids were opened April 25, 2018, and Council is requested to award a contract at this time.

The proposed improvements are shown on the Project Location Graphic, and comprised of the following trail projects:

  • Burl Oaks Park - Trail reconstruction of 225-foot segment, pedestrian curb ramp installation
  • Prairie Oaks Park - Trail reconstruction, pedestrian curb ramp installation
  • Vineyard Park - Trail reconstruction, pedestrian curb ramp installation

The advertisement for bids was published on April 6 and 13, 2018, and bids were opened April 25. A summary of bids is as follows:

North Valley, Inc. $104,387.32
Northwest Asphalt, Inc. $107,472.50
Asphalt Surface Technologies Corp $116,908.25
Midwest Asphalt Services $123,427.50
T. A. Schifsky & Sons, Inc. $127,887.00
Bituminous Roadways Inc. $153,045.00

The Engineer's Estimate for the project was $104,815.00. The low bidder, North Valley, Inc., has successfully completed numerous projects throughout the City. Pending award of contract, the work will be scheduled to take place between August and September 2018.

It is recommended the City Council adopt Resolution No. 18-6(9) awarding a contract to North Valley, Inc. in the amount of $104,387.32 for the miscellaneous trail improvements.

The work outlined above was estimated to cost approximately $104,815.00. Adding 20% for construction administration and inspection brings the total estimate to $125,778.00. The low bid received of $104,387.32 is within the construction estimate and project budget. Funding for this project was included in the 2018 Park Improvement Fund 794; including $25,000 from the Park Bond referendum for the work adjacent to the regional trails within Vineyard and Prairie Oaks Parks.
