Consider Resolution No. 18-7(8) Accepting Plans and Specifications for Egret Blvd Watermain Replacement, and Authorizing Solicitation of Bids

Staff is seeking acceptance of plans and specifications, and authorization to bid the Egret Boulevard watermain replacement project.
This past winter, Egret Boulevard (between approximately 99th Ave and Coon Rapids Blvd Service Rd) experienced a high number of watermain breaks that required extensive emergency repair work to the underground facilities. In order to minimize additional repair costs to the surface infrastructure (curb and roadway restoration) and further disruption to the neighborhood, staff has developed plans to directionally bore a new 10” HDPE watermain within this area.
This segment of roadway was reconstructed in 2012 and the adjacent property owners were assessed for the improvement but, unfortunately, watermain replacement was not included in that project. Staff is proposing a directional bore of the watermain at this time to preserve as much of the existing infrastructure as possible.
If the proposed project is approved, the advertisement would be published in May and June with a bid opening scheduled for June 12, 2018. Bid results and a recommendation for contract award would be presented to Council at the June 19, 2018 meeting. Once the contract has been awarded, the work will be scheduled to take place as quickly as possible.
It is recommended the City Council adopt Resolution No. 18-7(8) approving plans and specifications and ordering advertisement of bids for the Egret Boulevard Watermain Replacement project.
This project is estimated to cost $390,000. Adding 20% to the estimated construction costs for engineering, administration, and testing, brings the total cost to an estimate of $468,000.
This project will be paid for from the Water System Maintenance Fund (601).
