Subject:    Consider Resolution Nos. 18-9(9A) and 18-9(9B) Awarding Contracts for 2018 Well Rehabilitation Program

On April 17, 2018, the City Council approved plans and specifications and ordered the advertisement of bids for the 2018 Well Rehabilitation Program. Council is now requested to consider a contract award for the project.

At its regular meeting held February 7, 2018, Council retained Short Elliot Hendrickson (SEH) for design and construction services for rehabilitation of Well Nos. 4, 5 and 6, and Booster Pump No. 1 located at the East Water Treatment Plant as detailed on the attached location map. The work under this year's program was split into two separate contracts that will be managed concurrently. Contract A - Rehabilitation of Well Nos. 4, 5 & 6, and Contract B - East WTP, Booster Pump #1.

Bids were received on May 8, 2018 and are summarized as follows:

Attached is a letter from SEH recommending award of contract to the low bidders, Municipal Builders (Contract A) and MN Mechanical Solutions (Contract B). SEH engineers have worked with both companies on many past projects, and it is their opinion that the contractors have the experience and ability to complete a project of this size within the schedule allotted. If Council awards a contract on May 15, 2018, it is anticipated construction will begin as soon as the contract documents have been executed.


It is recommended the City Council approve the following resolutions:

a. Adopt Resolution No. 18-9(9A) awarding a contract to Municipal Builders, Inc. in the amount of $276,795.00 for Rehabilitation of Well Nos. 4, 5 and 6
b. Adopt Resolution No. 18-9(9B) awarding a contract to MN Mechanical Solutions, Inc. in the amount of $97,950.00 for rehabilitation of Booster Pump No. 1 located at the East Water Treatment Plant

The 2017 budget within the Water Utility Fund includes $385,000 for this project. The scope of improvements includes the worst case scenario for all equipment being rehabilitated, and final costs have historically been less than the allotted budget.
