Consider Access Agreement with C.S. McCrossan Construction, Inc. for 16-13, Hanson Blvd. Grade Separation

Council is asked to consider an access agreement for material storage in Twin Fields Park with C.S. McCrossan Construction, Inc., Anoka County's contractor for the Hanson Boulevard Grade Separation project.
In work session on April 3, 2018, staff discussed a request from CS McCrossan to consider a consolidated project staging area within Twin Fields Park located at 2141 108th Avenue NW for storage of construction materials throughout the duration of the Hanson Boulevard Grade Separation project (see attached Exhibit A).
Based upon discussion and feedback, a formal access agreement was drafted for approval prior to any utilization of the space. The agreement details access restrictions; security; material storage; erosion, sediment and traffic control requirements; landscaping restoration, including 3-year maintenance and warranty on native seed; insurance requirements; and notice of violation procedures.
Staff seeks City Council review and feedback of the proposed access agreement with C.S. McCrossan Construction, Inc. outlining temporary use of a portion of Twin Lakes Park for the Hanson Blvd. Grade Separation construction staging. If acceptable, staff seeks authorization for the Mayor and City Manger to execute the agreement.
