INTRODUCTION
At its regular meeting held June 6, 2017, the City Council approved plans and specifications and authorized the advertisement of bids for Boulevard Park (City Project 14-26). Bids were opened June 29, 2017, and Council is requested to award a contract at this time.
DISCUSSION
Boulevard Park was identified as the next park referendum project, with construction to occur this year. In 2014, site grading and turf preparation was completed as phase one of the project, including tree removal, site grading, minor storm sewer work to handle drainage, and construction of a temporary bituminous trail for arena access. The work was performed in anticipation of providing a location for the City's annual 4th of July celebration in 2015 and beyond, due to the redevelopment of Sand Creek Park.

The Park & Recreation Commission and City Council reviewed concept plans for this new park on several occasions over the past year, and City Council approved the final project plans and specifications at its meeting held June 6, 2017. At the same meeting, Council authorized the purchase of splash pad equipment in order to procure the equipment to coincide with the pending park construction project.  Council also authorized the purchase of playground equipment for the park at its regular meeting held November 15, 2016. By purchasing the equipment in 2016, the City was eligible to participate in a grant offered by the vendor, GameTime, resulting in a 50% discount. The splash pad and playground equipment will be installed by the general contractor under this contract.

The advertisement for bids was published June 9 and 16, and bids will be opened June 29, 2017. Since the bid opening and evaluation will occur after the deadline for Council memo submittal, staff will provide the final bid tabulation and recommendation via an email to Council prior to the July 5th meeting. The accompanying resolution of contract award will also be presented at the Council meeting.  Pending award of contract, construction can begin in mid-July and continue into the fall.
 
RECOMMENDATION
It is recommended the City Council adopt Resolution No. 14-26(9) awarding contract for the Boulevard Park improvement project.

BUDGET IMPACT:
Once bids are opened a final budget can be prepared and presented to Council. It is anticipated that the project will be funded through a combination of Park Referendum, park dedication, and misc. Park Improvements funds (concrete and trail dollars).
