Subject:    Approve Master Contracting Agreement with Valley-Rich Co., Inc. for Citywide Emergency Repairs

INTRODUCTION
From time to time, the City retains contractors to assist with various citywide repair projects that cannot be provided by City forces.  The Master Contracting Agreement outlines a process that will be undertaken for such repairs and provides annual pricing rates from trusted firms. The City Council approved the use of, and boiler plate for, the agreement at the April 7, 2015 City Council meeting.
DISCUSSION
A Master Contracting Agreement has been prepared to formalize the City's relationship with contractors, provide consistency in the approach to resolve needed repairs, speed up the process to ensure items are addressed in a timely manner, and allow staff to better manage services provided.

For several years, the City has retained contractors to provide specialized emergency repairs. Due to the emergency nature of the repairs and as opposed to relying on a time and material proposal for each specific project, staff is requesting that the City Council consider a master agreement with Valley-Rich Co., Inc. The agreement outlines the process that will be undertaken for work including watermain breaks, sanitary sewer repairs, drainage enhancements, etc., and provides annual pricing rates in the attached Letter of Engagement.
RECOMMENDATION
Staff recommends that the Council approve the Master Contracting Agreement with Valley-Rich Co., Inc., and authorize City officials to execute the attached agreement for professional contracting services beginning 2017 and beyond.
