Subject:    Consider Adoption of Ordinances 2190, 2191, and 2192 for Code Revisions Related to Multi-Unit Waste and Recycling Collection

INTRODUCTION
The City Council is being asked to adopt amendments to City Code 8-202, 8-215(2) and 12-914(5).
DISCUSSION
Staff is seeking an amendment to City Code, sections 8-202, 8-215(2) and 12-914(5), requiring multi-unit residential buildings with centralized waste collection to provide a 1:1 ratio of mixed municipal solid waste to recyclable material containers, and a minimum of a weekly collection schedule.

This item was discussed at the May 9, 2017 City Council work session as the second of a two-phase project related to multi-unit recycling requirements. Phase one, which consisted of waste hauler reporting criteria and the placement of consistent signage on all waste and recycling containers, was completed in May 2017.

This phase two portion is proposed to require all multi-unit buildings with centralized trash/recycling collection to provide (at least) a weekly recycling collection, and a 1:1 ratio of trash:recycling containers on the property. Current pilot programs have shown that this revision has increased recycling rates, lowered trash rates, and created a cost savings for the multi-unit property. It was also noted that this revision would result in improved compliance with the City's trash enclosure code. Educational information has been distributed to and/or discussed with property management personnel at all the City's multi-unit properties over the past 2 years in an effort to increase awareness on recycling methods and offer assistance in managing bulky waste on the site.

This Code modification will be monitored by City staff for both the site (inspections) and the haulers (upon license renewal). Recycling staff will continue to work with each multi-unit property to ensure a successful transition for the individual needs of each site.
RECOMMENDATION
Staff recommends that the City Council adopt ordinances amending City Codes 8-202, 8-215(2) and 12-914(5).
