Approve Grant Application for Victim Service Staff from MN Department of Public Safety/Office of Justice

Staff recommends City Council to approve the Coon Rapids City Attorney's Office to apply for a grant for a victim service staff from the Minnesota Department of Public Safety (DPS) Office of Justice Programs (OJP).
The Minnesota Department of Public Safety (DPS), Office of Justice Programs (OJP) is seeking proposals from county attorney and city attorney offices to fund a victim service staff position. This position would provide direct services to crime victims, ensuring crime victim rights are upheld and increasing victims' safety and access to services that meet self defined needs. The funding would enhance, not replace, existing services for crime victims by having the victim service staff be in court with an attorney to improve victim contact. Further the funding would help prosecutorial agencies meet their statutory requirements by enhancing information/referrals to victims and providing victims greater assistance and advocacy.
Under the proposal, state and federal funding is available to direct service needs of crime victims. The City Attorney's Office would seek funding to cover a part time (28 hour/week) victim service staff. The proposal require a cash and or in kind match from the applicant but does provide a match waiver. The City Attorney's Office will request a waiver of the cash match.
The total length for the grant is expected to be for two years. The City Attorney's Office may apply for renewal applications in the subsequent 2 years until the next competitive grant process.
Staff recommends City Council to authorize the Coon Rapids Legal Department to apply for a grant for a victim service staff from the Minnesota Department of Public Safety (DPS) Office of Justice Programs (OJP).
