Grant Application from the US Department of Justice

The Coon Rapids Police Department received notice from the U.S. Department of Justice (USDOJ) that it is eligible for a FY2017 Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $11,794.00. As a law enforcement agency that works in partnership with Anoka County, the grant requires the City of Coon Rapids to enter into an agreement (Memorandum of Understanding) with Anoka County to ensure funds are spent within Coon Rapids for law enforcement purposes.
The USDOJ provides grants to local enforcement organizations to address crime in communities by improving the effectiveness and efficiency of criminal justice systems, processes and procedures. Through the FY2017 JAG, the City of Coon Rapids is eligible for $11,794.00. A requirement of the USDOJ is that a single entity administer the grant and an agreement be established with Anoka County. A Memorandum of Understanding (MOU) between Coon Rapids and Anoka County is forthcoming. No money will be going to Anoka County per the Department of Justice allocations. A public hearing must be held regarding proposed expenditures for this grant.
The Coon Rapids Police Department wishes to purchase a MILO Rang Pro System not otherwise budgeted. The equipment will cost approximately $50,000. If awarded the grant the department plans to use forfeiture money to finance the balance.
Staff recommends holding a public hearing on the proposed JAG grant expenditure. Should no changes to the grant be proposed, staff subsequently recommends entering into a MOU with Anoka County.
Recommended purchase will require drug forfeiture funds to cover the remainder of the costs.
