Approve MN Super Bowl 52 JPA with City of Minneapolis

Super Bowl 52 is coming to Minnesota in February 2018 with the game to be played at US Bank Stadium in Minneapolis. The size and scope of the event necessitates the assistance of police officers state-wide for security services. The Minneapolis Police Department is serving as the lead (coordinating) agency for security services and wishes to enter into a JPA with the City of Coon Rapids to allow for Coon Rapids police officers to assist in security for game day as well as for events leading up to game day (up to two weeks prior).
Super Bowl 52 is coming to Minnesota in 2018. The game and related social events require a significant security presence that is beyond the capability of a single MN law enforcement agency. Minneapolis PD has been designated lead agency by the NFL and as such is working to enter into JPAs with law enforcement agencies throughout Minnesota in order to supplement their ranks. Attached is the JPA, which outlines rights and responsibilities of each party. This JPA has been reviewed by the League of Minnesota Cities.
Entering into this JPA does not commit Coon Rapids police officers to the game and related social events. The scheduling of Coon Rapids officers for security services will only be done in a manner so as to not impact the safety and security of Coon Rapids. There will also be no impact to the City budget as police expenses will be submitted to the City of Minneapolis for reimbursement once the event is over.
Staff recommends Council enter into a JPA with the Minneapolis Police Department to assist with security services for Super Bowl 52 and related events.
