Consider Resolution Ordering Preparation of Feasibility Report for Project 19-4, Street Reconstruction
Sarah Greene, Administrative Assistant II
Project 19-4 consists of the reconstruction of 121st Avenue (South Street) by the City of Anoka from 9th Avenue to approximately 300-feet east of Cree Street (see attached map).
In 1994, the City began a street reconstruction program to replace its aging street infrastructure. Since then, more than 132 miles of the City's 220 mile system have been reconstructed. This project would continue the program for 2019.
Reconstruction methods will include full depth reclamation of the existing street pavement and aggregate base, and then overlaying with an equal amount of bituminous pavement. In addition, the replacement of curb and gutter, watermain pipe, sanitary sewer pipe, storm sewer catch basins, and driveway aprons will be performed.
The project will be led by the City of Anoka, which includes both design and construction administration. A joint powers agreement with the City of Anoka will be developed, which will address cost and maintenance obligations for each City.
City policy requires an assessment to be levied on properties that benefit from the proposed street improvements. Properties to be assessed are those with direct access to the street(s) being reconstructed. For 2019, the assessment rates will be increased in accordance with annual construction cost index increases as determined by Engineering News Record.
Estimated project costs and proposed assessment amounts will be presented to the Council in the form of a feasibility report, prepared in accordance with Minnesota State Statue, Chapter 429.
Affected property owners have received a mailed notification of the pending project.
An informational meeting was held on October 11, 2018 to inform property owners of the project scope, respond to concerns, and answer questions.
Staff recommends the City Council adopt Resolution No. 19-4(3) Ordering Preparation of Feasibility Report for Project 19-4, part of the 2019 Street Reconstruction Program.
The feasibility report will include an estimated project cost along with impacts to the General Fund, Utility Fund, and Storm Water Utility Fund. It will also identify the amount proposed for assessments.
