Subject:    PC 18-20, Consider Approval of Preliminary Plat and Resolution 19-23 Granting Final Plat Approval for Stronghold Addition, Sathre-Bergquist

INTRODUCTION
The applicant is requesting preliminary and final plat for Stronghold Addition. The plat will subdivide a lot with two businesses (Holiday convenience store and Culvers restaurant) into two lots; each business will then be located on its own parcel.
DISCUSSION
There are two businesses on the parcel, a Culvers restaurant and a Holiday convenience store. The businesses share access and parking. In September 2000, the City approved the site plan and conditional use permit for the convenience store and restaurant. The applicant is proposing to subdivide the 2.9 acre parcel into two lots. The lot will be subdivided so that each business is on its own lot. Culvers will be located on Lot 1 which is 1.4 acres and Holiday will be located on Lot 2 which is 1.5 acres.

Access to the lots is from Coon Rapids Boulevard and Foley Boulevard. There is a right-in, right-out only from Coon Rapids Boulevard and a right-in, right-out only from Foley Boulevard. Access will not be changed as a result of this subdivision. Access and parking cross easements will be required between the two lots. There will be no physical changes to the site.

Lot 1 (Culvers) has 44 parking spaces and Lot 2 (Holiday) has 29 spaces. The total parking provided for both lots is 73 spaces and the total number required is 62. Overall the combined site exceeds the parking requirement for the two businesses. However, Culvers, has a parking requirement of 50 spaces, but is short 6 spaces. The applicant will be providing a cross access and parking agreement between the two parcels to address the issue. 

The two new lots comply with the setback requirements and impervious coverage requirement. There is no minimum lot size requirement.

Planning Commission Meeting

At the Planning Commission meeting held on December 20th, the property owner spoke at the public hearing. He explained that as part of his estate planning he was advised to place each business on its own lot. The Commission voted 5:0 to recommend approval of the proposed plat.
RECOMMENDATION
In Planning Case 18-20, the Council approve the preliminary plat and approve Resolution 19-23 granting final plat approval for Stronghold Addition with the following conditions:
  1. All comments from the City Engineer be addressed.
  2. All coments from the Anoka County Highway Department be addressed.
  3. A cross access and parking agreement be approved by the City.
