Subject:    Consider Introduction of an Ordinance Amending City Code Chapter 7-300 Drug Paraphernalia

Council is asked to introduce Ordinance amending City Code Chapter 7-300 Drug Paraphernalia.
At the December 3, 2019 City Council work session meeting, Council and staff discussed an amendment to the City's Code to define drug paraphernalia.  The City Council discussed the City's interest in protecting the people of Coon Rapids from illicit drug use and items related to the use drugs.  In order to maintain a positive community image, positive community health, and preserve and maintain the safety for all citizens, the City of Coon Rapids is introducing an ordinance that would prohibit the possession, manufacture and sale of drug paraphernalia.
The health, safety, morals and general welfare of the City of Coon Rapids would be promoted by prohibiting drug paraphernalia. This regulation is designed to protect the health and safety of the community.  The ordinance does not conflict with state or federal law and supplements the State statute by further broadening the definition of drug paraphernalia.
