Grant Utility Easements, Port Riverwalk

The HRA is asked to consider several utility easements related to the Port Riverwalk redevelopment project.
The HRA currently has a purchase agreement with Centra Homes to develop the HRA owned Port Riverwalk site on the south side of Coon Rapids Boulevard near Avocet Street. The January 7 City Council meeting agenda includes several resolutions for vacation of roadway and utility easements related to this project. As of the date of this memorandum, Xcel Energy still has an objection to these vacations, although the City continues to communicate with Xcel in attempt to resolve the objection. Xcel appears willing to remove its objection if new easements are provided allowing its lines to remain in place until relocation. The new easements are non-exclusive and at the time of the utility relocation, the new easements can be terminated by agreement rather through a formal vacation process. The HRA is asked to grant these easements.
Staff recommends that the HRA grant the utility easements to Xcel Energy, Inc.
