Subject:    Discuss Joint Powers Agreement with Anoka County for US Hwy 10 Congestion Management Planning (Project 19-26)

Staff would like to discuss a potential Joint Powers Agreement (JPA) with Anoka County for a proposed Strategic Congestion Management Project on US Highway 10 between Hanson Boulevard (CSAH 78) and Round Lake Boulevard (CSAH 9). This item was presented at the December 17, 2019 City Council work session meeting; however, additional time for discussion was requested by the City Council.
Anoka County has recently entered into a consulting agreement with TKDA to develop preliminary design, ROW impacts/limits, and prepare environmental documentation for this congestion mitigation project on US Highway 10. The attached JPA outlines the costs associated with this task, estimated at $644,000, and the County is requesting a 50% contribution from the City. Should the project advance to final design, plan preparation and development of project specifications, a JPA amendment would be required to determine the ultimate project scope, costs, and funding.

It is anticipated that Anoka County Board Chair Scott Schulte, Commissioner Mike Gamache and County Engineer Joe MacPherson will be present at this work session to discuss this project and the JPA.
