INTRODUCTION
In early 2019, the City Council expressed interest in preliminarily looking into the next phase of a community space on the grounds of the Coon Rapids Ice Center site. Originally developed in 2008, the concept of a Coon Rapids Community Center Plan led to the construction the Coon Rapids Ice Center (2011), and the Boulevard Plaza splash pad and playground (2018).  In the recent months, City staff has worked with HMA Architects, Kinghorn Construction and stakeholders to develop draft concepts of an additional phase for Council review.
DISCUSSION
Three concepts have been developed and are supplemented with pro’s and con’s for each. The concepts are the product of various stakeholder meetings and three rounds of review by staff and consultants. The concepts provide different options for building layouts and parking accommodations, while protecting the integrity of open flexible green space for community event use and views from Coon Rapids Boulevard.  The purpose of presenting this high-level information to the City Council at the work session is to understand the Council's initial thoughts about the various concepts and to better define what a potential project may include. Based upon the City Council's direction, a more refined cost and revenue estimate, potential financing methods and a timeline could be developed in more detail and would be presented at a future work session meeting.

Each concept includes the following:
• Turfed field house with a field size of about 75 yds. x 50 yds. This is about ½ a full sized soccer field.
• 3 full court performance gyms that can be divided into 6 practice courts.
• Walking track, either elevated in the gym or at ground level on turf
• Indoor playground
• Addition of High School locker rooms behind hockey benches
• Multipurpose meeting space.
• Common space, tied-in to existing building, restrooms, and tweaks for better security and supervision.

General Differences in Concepts:
5A/5B: Concept A has the walking track at ground level in the turfed space and Concept B has it as an elevated track in the gymnasium and adds a mezzanine for viewing the turf area.
7: Option 7 keeps a linear flow with back loaded parking moving the building further north on the property.
8A/8B: Concept A has a mezzanine between the turf and gym with access to the track. Concept B has a connection from the existing Ice Center that would tie to the stair case and existing elevator.

Cost estimates for each concept will be provided and general tax impact estimates will be presented at the Council Work Session.  Based upon the City Council's direction, cost and revenue estimate, financing methods and a timeline could be developed in more detail and would be presented at a future work session meeting.
RECOMMENDATION
Staff seeks Council input on the presented concepts and direction for moving a potential project forward.
