Subject:    Consider Resolution 19-24(9) Awarding Contract for West Water Treatment Plant HVAC Improvements

INTRODUCTION
On October 1, 2019, the City Council approved plans and specifications and ordered the advertisement of bids for proposed upgrades to the heating and ventilation system serving the West Water Treatment Plant. Council is now requested to consider a contract award for the project.
DISCUSSION
Staff is proposing upgrades to the heating and ventilation system serving the West Water Treatment Plant (WWTP). The project will include improvements to the boiler room combustion air and heating system, chlorine room HVAC system updates, controls upgrades, and removal/demolition of unused/obsolete equipment.

In May 2019, staff retained Short Elliott Hendrickson, Inc. (SEH) to provide professional engineering design, bidding services, and construction administration for the project. Council accepted plans and specifications on October 1, and authorized solicitation of bids. The project was advertised in October, and bids were received on October 25. A summary of bids is as follows:

Attached is a letter from SEH recommending award of contract to the low bidder, Pioneer Power, Inc. SEH engineers have successfully worked with Pioneer Power, Inc. on past projects. If Council awards a contract, it is anticipated construction will begin in December.
RECOMMENDATION
Staff recommends the City Council adopt Resolution No. 19-24(9) awarding a contract to Pioneer Power, Inc. in the amount of $208,600.00 for West Water Treatment Plant HVAC Improvements.

BUDGET IMPACT:
The 2019 Water Fund budget (601) includes $185,000.00 for the West Water Treatment Plant HVAC Improvements project. The balance will be covered from budgeted M&R building and/or equipment funds in the Water Utility Fund (601).
