INTRODUCTION
The City Engineering Division is recommending the reconstruction of 121st Avenue (South Street) from 9th Avenue to 300’ east of Cree Street under project 19-4, led by the City of Anoka. Staff prepared a feasibility report for the proposed improvements. Council is requested to accept the report and order the public improvement hearing and the assessment hearing for the project, both proposed to be held on February 19, 2019.
DISCUSSION
Council ordered the preparation of a feasibility report for the proposed project on November 7, 2018. The project includes street reconstruction via full depth reclamation (reconstruction) methods of 121st Avenue from 9th Avenue to 300-feet east of Cree Street.   

Proposed improvements include the reclamation of the existing bituminous surface and aggregate base, removal and replacement of damaged curb and gutter, and sidewalk and pedestrian curb ramp improvements in accordance with ADA requirements. The City of Anoka plans to replace the entire water and sewer distribution system and associated residential services as part of this project. The City of Anoka will be 100% responsible for the costs of water and sewer replacements, as well as any street light replacements. The City of Coon Rapids and the City of Anoka will split the street surfacing and storm drainage costs 50/50. A new segment of watermain is proposed to be installed from Cree Street to the Anoka City limit, which would be owned and paid for by the City of Coon Rapids. This watermain loop connection will provide better water quality and system redundancy for residents that live in the area. The project will be designed and administered by the City of Anoka. A joint powers agreement outlining project scope, agency responsibilities, and cost sharing between the cities of Anoka and Coon Rapids will be presented for Council's consideration at a future meeting.

The City of Coon Rapids plans to assess its affected residents (14 single family properties) for the cost of planned water and sanitary sewer main and associated service replacements by the City of Anoka. The amount assessed to Coon Rapids residents for utility work will be paid back directly to the City of Anoka, the owner of the utilities. The total proposed single family residential assessment is $4,360. This total amount includes $2,070 (the standard 2019 City of Coon Rapids single family residential assessment rate) plus a $1,200 water service charge, and a $1,090 sewer service charge. The latter two amounts will be paid back to the City of Anoka as they are related specifically to Anoka owned utility replacement costs. The final total assessed to Coon Rapids residents on this project will be $61,040 (14 * $4,360).

Properties to be assessed were notified of the pending project in September by Anoka engineering staff. An informational meeting was held on October 11, 2018 at Green Haven Golf Course & Event Center. City staff attended the meeting to listen to concerns and respond to comments.

The project is necessary to improve the condition of the streets, is feasible to construct from an engineering standpoint, and is cost effective.
RECOMMENDATION
It is recommended the Council take the following actions:

a. Adopt Resolution No. 19-4(4) accepting feasibility report and ordering a public hearing on improvement for February 19, 2019.
b. Adopt Resolution No. 19-4(10) declaring the cost to be assessed and ordering preparation of proposed assessment roll.
c. Adopt Resolution No. 19-4(11) setting an assessment hearing date for February 19, 2019.

BUDGET IMPACT:
The total estimated cost of street reconstruction on 121st Avenue is $632,000 and includes street, storm sewer, watermain, sanitary sewer, electrical costs, design and administration costs. The City of Coon Rapids and the City of Anoka will split the street surfacing costs ($302,619) and storm drainage costs ($86,043) 50/50. Coon Rapids' portion totals $194,332 with $28,980 assessed for street surfacing costs.

The balance of the project cost would be recovered from various funds as follows:
$122,330 from the Street Reconstruction Fund (797)
$43,000 from the Storm Water Utility Fund (640) recovered through storm drainage charges
$30,000 from the Water System Maintenance Fund (601)

In addition to the City's single-family assessment rate, a $1,200 water service charge, and a $1,090 sewer service charge will be assessed to benefiting properties and paid back to the City of Anoka as they are related specifically to Anoka-owned utility replacement costs. The final amount assessed to Coon Rapids residents on this project will be $61,040 (14 * $4,360). The assessment total shown in the above computation ($28,980) is based on 14 single family properties assessed at a rate of $2,070.
