Subject:    Consider Adoption of Resolution 18-128 Approving 2019-2020 Teamsters Local 320 ("Public Works") Collective Bargaining Agreement

The Council is requested to formally ratify the terms of the negotiated labor agreement for 2019-2020 between the City of Coon Rapids and the Minnesota Teamsters Public and Law Enforcement Employees’ Union. Local No. 320, representing the Public Works bargaining unit.
A two-year (2019-2020) agreement has been reached between the City Manager and the Teamsters Local No. 320 (Union), which represents the public works bargaining unit.  The Union membership ratified the contract December 2018. The substantive terms of the agreement are summarized below:
  1. Contract duration: Two years, calendar years 2019-2020.
  2. Wages - Appendix A: 2.75% increase to base wages effective January 1, 2019, 3.00% increase to base wages effective January 1, 2020.
  3. Article 16. Clothing: Amended increase clothing allowance from $315 to $400 in 2019 and $500 in 2020 to replace uniform and work boots. Increased mechanics additional issue to $55 from $50. Clarified contract by adding that payment will be made in second pay period in January.
  4. Article 17.1. Holidays: Contract was edited to align with City Hall holidays, where Day after Thanksgiving (fourth Friday in November) and Christmas Eve Day (December 24th) will now be set as holidays in the Public Works schedule. Changed floating holiday schedule from 3 per year to 1 per year, with the exception of when Christmas Eve Day falls on a Saturday and employees will receive 2 floating holidays.
  5. Article 19.5: Sick Leave: The Sick Leave Incentive program will sunset at the end of 2020. Edited contract with language that allows Public Works employees to participate in 2020 biometric screenings to be eligible for Wellness Program benefits in 2021.
  6. Appendix E: Temporary and Seasonal Workers LOU: Temporary and Seasonal Workers Letter of Understanding (LOU) was amended to increase the number of six (6) temporary maintenance workers to eight (8).
  7. Appendix G: Renewal of the existing Letter of Understanding (LOU) to memorialize the City's support for Union membership participation in the Minnesota State Retirement System - Health Care Savings Plan when such a plan is ratified by the Union.
Staff recommends the Council adopt Resolution No. 18-128, approving the labor agreement between the City and Teamsters Local No. 320.
