INTRODUCTION
Staff recommends that Council consider a Bulk Water Permit fee for the purchase of small quantities of water directly from the Public Works facility.
DISCUSSION
As a convenience to contractors on small projects, the City will be offering access to bulk water at the Public Works facility's filling station. The cost would be $2.00 per 1,000 gallons, up to a maximum of 10,000 gallons; the same amount charged for Tier 1 Residential use (less than 20,000 gallons per month).

This convenience allows small contractors access to water without the cost of renting and placing a damage deposit on a hydrant meter. This process requires them to return to City Hall at a later date to turn in the meter, pay for water used, and await a refund of their deposit upon testing the meter.   While convenient for the contractor, it does require staff time to process the permit and be present to allow access and monitor water consumption. As such, staff recommends implementing a $35 administrative fee payable each time a permit is requested. This permit, and associated fee, would not replace the higher volume bulk water users on large infrastructure improvement projects.
RECOMMENDATION
Staff recommends adoption of Resolution 19-127 Establishing Bulk Water Permit Fees and Charges effective January 1, 2020.
