Consider Contract Between the State of Minnesota and City of Coon Rapids for ICWC Program

The City Council is asked to considers a contract with the State of Minnesota Department of Corrections to continue the Institution Community Work Crew (ICWC) program, which provides various maintenance and minor construction projects throughout the City.
The ICWC crew generally works under the supervision of the Public Works Department supervisory staff and completes a wide variety of projects for the City. They have been a valuable asset to the community and have provided thousands of hours of labor at a very reasonable cost. The City's current contract expires March 31, 2019.
The proposed two-year contract fee is $186,500, with bi-annual payments of $46,625 due in April and October 2019 and 2020. The contract period would run from April 1, 2019 to March 31, 2021. Funding for this program is included in various Public Works budgets including Streets, Parks, Vehicle Maintenance, Sewer, Water and Storm Water.
Staff believes this program provides cost-effective maintenance services to supplement Public Works personnel and recommends Council consider approval of the two-year contract to continue the ICWC program.
Staff recommends the City Council approve the updated contract between the Minnesota Department of Corrections and the City of Coon Rapids for the two-year Institution Community Work Crew (ICWC) Program.
Funding for the ICWC Program is included in various Public Works operating budgets. Funding for the remaining portion of 2019 has been included in the 2019 Budget. Funding for 2020 and the first three months of 2021 will be allocated in future budgets based on the proposed contract amounts.
Four payments of $46,625.00 each will be made to the State per the following schedule: April 1, 2019; October 1, 2019; April 1, 2020; October 1, 2020.
