Recommend Reappointments and Declare Vacancies of Charter Commission Members

The terms of eight Charter Commission members will expire the end of March 2019, to-wit: Maurice McKee, Isla B. Fichtner, Gerald Nelson, Milo Hartmann, Caroline LaCoursier, Gerald Splinter, Timothy Farm and Elizabeth Dhennin. Eight members are eligible and six members are willing to serve another four-year term effective March 2019 and expiring March 2023. Caroline LaCoursier and Gerald Nelson are not seeking an additional term.
State Statutes require that a minimum of seven and no more than fifteen persons serve on the Charter Commission. Currently, the Charter Commission has 12 members. Of the Charter Commission, eight members, to-wit: Maurice McKee, Isla B. Fichtner, Gerald Nelson, Milo Hartmann, Caroline LaCoursier, Gerald Splinter, Timothy Farm and Elizabeth Dhennin, terms will expire. In 2004, the Minnesota Legislature revised Minn. Stat. Section 410.05 to remove any limits on the number of terms a charter commissioner may serve. Prior to this revision, commission members were limited to serve two consecutive four-year terms.
The Council's recommendation for appointments are forwarded to the Honorable Douglas Meslow, Chief Judge for the Tenth Judicial District, who makes the finale appointment.
In closing, thank you to Gerald Nelson and Caroline LaCoursier for their service on the Charter Commission.
Council is asked to recommend to the Chief Judge for the Tenth Judicial District that Maurice McKee, Isla B. Fichtner, Milo Hartmann, Gerald Splinter, Timothy Farm and Elizabeth Dhennin be re-appointed to serve another four-year term effective October 20, 2016 with said term to expire October 2023. Council is also asked to declare two vacancies on the Charter Commission.
