PC 19-1, Consider Approval of Alternative Exterior Material for Building Expansion, Green Bay Packaging, 555 87th Lane

On March 21st the Planning Commission approved a 100,500 square foot expansion for Green Bay Packaging. The approval included the use of exterior materials that match existing materials. The materials used on the warehouse and production areas do not comply with current code requirements. Since the existing materials do not comply with the current code requirement, approval of materials to match the existing building requires Council approval.
The applicant is proposing to use two different types of pre-cast concrete panels; both will match the existing building walls. For the design lab and training/break room expansions, the applicant is proposing to use an integrally colored red/grey/burgandy panel with an aggregate finish and an acid etched accent band. These panels meet the exterior material standards and match the existing front of the building. For the expansions of the warehouse and production areas, the applicant is proposing an integrally colored natural grey panel with a raked finish and a smooth accent band. These panels match the walls of the existing production and warehouse areas, but do not meet the exterior design standards in City Code Section 11-801.2(6)(g).
City Code Section 11-801.2(6)(g) allows for the use of exterior materials that are not consistent with the design standards provided the use of the material results in a better integration with the surrounding area, or in this case the existing building, and furthers the intent of this section. The use of the material must be approved by the City Council. If the City Council does not approve the use of the proposed grey panels, the applicant will have to revise the exterior elevations with a panel that does not match the building, but meets the design standards.
Planning Commission Meeting
At the Planning Commission meeting held on March 21st, the Commission approved the site plan with the proposed additions that match the existing exterior materials. Their approval included a condition that the City Council approve the exterior materials of the warehouse and production additions.
In Planning Case 19-1, the City Council approve the use of grey pre-cast concrete panels with a raked finish to match the existing walls based on the finding that their use results in a better integration with the surrounding area, or in this case the existing building, and furthers the intent of this section.
