INTRODUCTION
Centra Homes, the applicant is requesting preliminary plat approval to subdivide 43.34 acres into 136 single family lots and street right-of-ways.
DISCUSSION
 
The plat is is being proposed in conjunction with a corresponding site plan to develop PORT Riverwalk into 136 single family homes. The site plan is subject to a separate approval. There is also an old PUD located in the middle of the site. That PUD is the subject of a zone change to eliminate the PUD designation since it is no longer relevant.

Street Layout
The plat includes right-of-way for Drake Street, Bluebird Street, Avocet Street and Zilla Street. These streets will connect with the existing adjacent street layout. A new street, Riverwalk Drive, is proposed parallel to Coon Rapids Boulevard. It extends east from Egret Boulevard the length of the project to a terminus as a cul de sac at the east end. Smaller private streets will service the lots between Coon Rapids Boulevard and Riverwalk Drive.

Lot Layout
The lots are sized and laid out to accommodate three different home types. The smaller court lots between Riverwalk Drive and Coon Rapids Boulevard range in size from 4,224 sf to 9,393 sf with a median size of 4,482 sf. They are designed to accommodate the rear loaded smaller single family court homes. None of the lots will have driveway access to Riverwalk Drive. The one story lots range in size from 5,750 sf to 17,592 sf with a median size of 7,367 sf., and the two story lots range in size from 4,600 sf to 10,547 sf with a median size of 6,133 sf. These are sized to accommodate larger homes. Depending on the grading, the homes will be traditional two story or rambler style. Some lots will also accommodate walkout basements. The lay out is designed to minimize the number of lots with direct driveway access to Riverwalk Drive. This is done to minimize turning conflicts. There are 11 lots between Egret Boulevard and Zilla Street with direct driveway access. This was done to minimize the impact on the wetland located behind these lots. The lots fronting on Riverwalk Drive, east of Zilla Street, have direct access. This section of street is a cul de sac with no through traffic.

Park Dedication

Park dedication in the amount of $272,000 will be paid for the 136 lots ($2,000 per lot x 136). Park dedication will have to be paid prior to releasing the plat for recording.

Grading, Drainage and Utilities.

Grading, drainage and utility issues are addressed in the attached City Engineer's memo.

Planning Commission Meeting

At the Planning Commission meeting held on March 21st, no one spoke at the public hearing. The Commissioners discussed the proposed pedestrian bridge over Coon Rapids Boulevard and sidewalk connections. The Commission voted unanimously to recommend approval of the preliminary plat.
RECOMMENDATION
In Planning Case 19-2, the Commission recommended approval of the proposed preliminary plat with the following conditions:
  1. Compliance with Title 11
  2. Park dedication in the amount of $272,000 will be paid for the 136 lots ($2,000 per lot x 136). Park dedication will have to be paid prior to releasing the plat for recording.
  3. All Engineering comments must be addessed.
  4. All comments from Anoka County Highway Department must be addressed.
