Subject:    Consider Adoption of Resolution 19-40 Approving the 2019-2020 Police Sergeants Labor Agreement

INTRODUCTION
The City Council is requested to formally ratify the terms of the negotiated labor agreement for 2019-2020 between the City of Coon Rapids and the Law Enforcement Labor Services, Inc. representing the Police Sergeants bargaining unit.
DISCUSSION
A two-year (2019-2020) agreement has been reached between the City Manager and Law Enforcement Labor Services - Local #362 (Union), which represents the City's Police Sergeants. The Union membership ratified the contract on March 25, 2019. 

The substantive terms of the agreement are summarized below:
  1. Contract duration: Two years, calendar years 2019-2020.
  2. Work Schedules, Article 11: Amended so holiday and sick leave are calculated on the basis of the actual length of assigned shift. Vacation shall continue to be calculated on the basis of an 8-hour day.
  3. Training, Article 13: Amended to grant overtime pay to employees attending the following trainings, when scheduled outside of their regularly scheduled shift: Active shooter training, emergency vehicle operation training, responding to resistance training, first aid training, firearms proficiency training, county attorney updates. Voluntary training approved by the employer outside of the regularly scheduled shift will be compensated at the employee's regular rate or as compensatory time in accordance with FLSA rules.
  4. Wages, Article 25: Amended as follows:
    1. 2.75% increase to the wage rate, effective January 1, 2019
    2. 3.00% increase to the wage rate, effective January 1, 2020
  5. Memorandum of understanding renewed continuing a Health Care Savings Plan (HCSP) in the State of Minnesota, Minnesota State Retirement System (MSRS) for union members.
RECOMMENDATION
Staff recommends the Council adopt Resolution 19-40, approving the labor agreement between the City and the Law Enforcement Labor Services - Local #362 representing the Police Sergeants, and the Memorandum of Agreement extending the Health Care Savings Plan.
