Subject:    Consider Resolutions 19-3(9) and 19-3(12) Awarding Contract and Adopting Assessments for Street Reconstruction Project 19-3

The City is proposing to improve 3.3 miles of residential streets by reconstruction as part of project 19-3. Staff completed the plans, advertised the project on March 29 and April 5, and received bids on April 19, 2019. Council is asked to award a contract and adopt the assessments at this time.
Streets within the project area, illustrated on the attached Project Location Map, are proposed to be rehabilitated via reconstruction methods. Proposed improvements include the reclamation of the existing bituminous surface and aggregate base, removal and replacement of damaged curb and gutter, sidewalk and pedestrian curb ramp improvements in accordance with ADA requirements, watermain pipe valve and hydrant replacements including replacement of watermain pipes on Mississippi Boulevard, and portions of 116th Avenue, Alder Street, Butternut Street, and Cottonwood Street, repairs or replacements to the existing storm sewer and sanitary sewer as needed. New 6-foot wide concrete sidewalk segments are proposed along the west side of Springbrook Drive from Holly Street to the YMCA, and along the east side of East River Road from 85th Avenue (private driveway) to just south of 84th Lane.

The following streets are proposed for reconstruction:
  1. 117th Ave from Foley Blvd to Evergreen St, and Cottonwood St to University Ave
  2. Evergreen Cir from 117th Ave to cul-de-sac
  3. Butternut St from 117th Ave to cul-de-sac
  4. Alder St from 117th Ave to cul-de-sac
  5. Evergreen St from 117th Ave to 116th Ave
  6. Cottonwood St from 117th Ave to 116th Ave
  7. 116th Ln from Evergreen St to Cottonwood St
  8. 116th Ave from Flintwood St to Evergreen St, and Cottonwood St to Alder St
  9. Flintwood St from 117th Ave to Northdale Blvd
  10. Cottonwood St from 116th Ave to cul-de-sac
  11. Butternut St from 116th Ave to cul-de-sac
  12. Alder St from 116th Ave to 115th Ave
  13. Goldenrod St from Flintwood St to cul-de-sac
  14. 114th Ave from Flintwood St to cul-de-sac
  15. Flora St from 109th Ln to private drive
  16. Mississippi Blvd from Hanson Blvd to Ibis St
  17. Holly St from 93rd Ave to Springbrook Dr
  18. Springbrook Dr from appx 600’ south of 90th Ave to appx 1,300’ north of 85th Ave
  19. East River Rd Frontage Rd from 84th Ln to Larch St
The East River Road Frontage Road from 84th Lane to Larch Street is planned to be improved by mill and overlay methods. Ancillary backyard drainage improvements are planned in the rear yards of homes along Cottonwood Street north and south of 116th Avenue.

Open house meetings were held during evening hours on November 27, 2018 and January 29, 2019 to provide information about the project and discuss comments and concerns from area property owners. Council accepted the feasibility report on December 18, 2018, and ordered the improvement and advertisement for bids on February 19, 2019. Public and assessment hearings were also held on February 19, 2019. No written objections were submitted.

Properties proposed to be assessed include 218 single family residential properties, four residential twin home/duplex properties, two residential apartment properties, two City-owned properties (Coon Rapids Ice Center), 11 commercial properties, and eight industrial properties. The reconstruction assessment rates approved by Council on December 18, 2018 are $2,070 for single family residential property, $26 per front foot for multi-family residential property, $52 per front foot for commercial property, and $67 per front foot for industrial property. 

Three bids were received on April 19, 2019, and are summarized as follows:
Douglas-Kerr Underground, LLC $4,703,654.90
Park Construction Co. $4,973,045.59
North Valley, Inc. $5,063,686.08

The engineer's estimate for the project was $4,095,970.30. The low bidder, Douglas-Kerr Underground, LLC, completed similar work in the City in 2006 with satisfactory results, and comes highly recommended from current referrals. If Council awards a contract, work can begin mid-May, and be completed by mid October 2019.

A neighborhood meeting to introduce City and Contractor project staff will be held in Woodview Park on May 15, 2019. Additional information, including frequently asked questions, construction schedule, and a list of City and Contractor contacts will be provided to property owners via US mail within the next few weeks. Construction updates will be posted on the City website weekly, and property owners can choose to sign up for email alerts notifying them when updates are available.

It is recommended Council take the following actions:

a. Adopt Resolution No. 19-3(9) awarding a contract to Douglas-Kerr Underground, LLC in the amount of $4,703,654.90

b. Adopt Resolution No. 19-3(12) adopting the assessments for project 19-3

The construction cost for this project based on the low bid is $4,703,654.90. Adding 20% to the construction costs for contingency, engineering, administration, and testing services brings the total to $5,644,385.88. A total of $758,183.00 is proposed to be assessed to benefiting properties.

The balance of the project cost would be recovered from various funds as follows:
$2,919,714.65 from the Street Reconstruction Fund (797)
$412,260.05 from the Storm Water Utility Fund (640) recovered through storm drainage charges
$1,356,615.06 from the Water System Maintenance Fund (601) recovered through charges for water used
$197,613.12 from the Sanitary Sewer Maintenance Fund (620) recovered through sanitary sewer maintenance charges
