INTRODUCTION
The City is proposing to improve 121st Avenue (South Street) by reconstruction as part of project 19-4, led by the City of Anoka. In conjunction with City staff, the City of Anoka completed plans, advertised the project, and recieved bids March 22, 2019. At this time Council is asked to adopt the assessments.
DISCUSSION

The project will be led by the City of Anoka, which includes design and construction administration. A joint powers agreement with the City of Anoka, addressing cost and maintenance obligations for each City, was approved by Council at its February 19, 2019 meeting.  Coon Rapids Council also held a public hearing for this project on February 19, 2019.

The street within the project area, illustrated on the attached Project Location Map, is proposed to be rehabilitated via reconstruction methods. Proposed improvements include the reclamation of the existing bituminous surface and aggregate base, removal and replacement of damaged curb and gutter, and sidewalk and pedestrian curb ramp improvements in accordance with ADA requirements. Replacement of the entire water and sewer distribution system and associated residential services will also take place as part of this project. The City of Anoka will be 100% responsible for the costs of water and sewer replacements, as well as any street light replacements.

The City of Coon Rapids and the City of Anoka will split the street surfacing and storm drainage costs 50/50. A new segment of watermain is proposed to be installed from Cree Street to the Anoka City limit, which would be owned and paid for by the City of Coon Rapids. This watermain loop connection will provide enhanced fire protection, as well as better water quality and system redundancy for residents that live in the area.

The following street is proposed for reconstruction:
 

  1. 121st Avenue (South Street) from 9th Avenue to approximately 300-feet east of Cree Street


An informational meeting was held on October 11, 2018 to provide details about the project, and to listen to comments and concerns from area property owners. Properties proposed to be assessed include 14 single family residential properties. The total reconstruction assessment rate approved by Council on December 18, 2018 is $4,360. This amount includes $2,070 (the standard 2019 City of Coon Rapids single family residential assessment rate) plus a $1,200 water service charge, and a $1,090 sewer service charge. The latter two amounts will be paid back to the City of Anoka as they are related specifically to Anoka owned utility replacement costs. The final total assessed to Coon Rapids residents on this project will be $61,040 (14 * $4,360).

The City of Anoka recieved bids on March 22, 2019, and awarded a contract to Kuechle Underground, Inc. at its April 1, 2019 Council meeting.
 

RECOMMENDATION
Staff recommends Council adopt Resolution No. 19-4(12) adopting the assessments for project 19-4.

BUDGET IMPACT:
The total estimated cost of street reconstruction on 121st Avenue is $632,000 which includes street, storm sewer, watermain, sanitary sewer, electrical costs, design and administration costs. The total cost to Coon Rapids is estimated to be $224,331. This includes $151,310 for street replacement costs (to be funded from the Street Reconstruction fund 797), $43,021 for storm sewer repairs (to be funded from the Storm Water Drainage fund 640), and $30,000 for the new Coon Rapids watermain loop connection (to be funded from the Water System Maintenance fund 601).

Assessments to benefiting property owners in Coon Rapids will total $61,040. A portion of this total ($28,460) will be assessed to Coon Rapids residents, however the City will pay this amount directly to the City of Anoka for water and sewer service replacement fees. $28,980 (14 * $2,070) will be assessed to Coon Rapids residents for street replacement costs plus $3,600 (3 * $1,200) for water service replacement fees.
