Consider Resolution 19-50 Authorizing Acceptance of Livable Communities Grant and Agreement with Met Council

The Council is asked to consider accepting $200,000 of Livable Communities Grant funds from the Metropolitan Council for a rehabilitation project at Galway Place Apartments.
Late last year, the Metropolitan Council awarded the City of Coon Rapids a $200,000 Livable Communities Local Housing Incentives Account Grant for the Galway Place Townhomes rehabilitation project. The Galway Place Townhomes provides affordable housing to residents at or below 80% of the area median income. CommonBond Communities will be doing significant rehabilitation to the exterior of the buildings and inside the individual units totaling just over $2.5 Million. CommonBond Communities is the owner and manager of the Townhomes and they were the organization to submit the grant application in partnership with the City of Coon Rapids to the Metropolitan Council. Matching funds for this rehabilitation project is being funded with the City's Community Development Block Grant (CDBG) funds.
A new condition of all Livable Communities Grant recipients as of January 1, 2019, is that all grantees receiving funds for a project with a housing component must have a Fair Housing Policy adopted prior to receiving funds. The City of Coon Rapids did not have such a policy, but has since created one. These efforts have been the reason for the delay in accepting these grant funds.
Staff recommends that the Council adopt Resolution 19-50 accepting $200,000 of Livable Communities Grant funds from the Metropolitan Council and authorize the execution of the grant agreement.
