Consider Emergency Mill & Overlay Repairs on Xavis Street (Project 19-18)

During the winter of 2018-19, the pavement condition of Xavis Street from Coon Rapids Boulevard to Mississippi Boulevard deteriorated quickly and unexpectedly. In May, staff obtained quotes from qualified contractors for an emergency 1.5 inch mill & overlay on this street. Council is asked to authorize a contract with Northwest Asphalt to complete this work.
Over the past several months, the pavement condition of Xavis Street between Coon Rapids Boulevard and Mississippi Boulevard has deteriorated quickly and unexpectedly. This segment of Xavis Street was originally constructed in 1962, and reconstructed in 1998. Seal coating was performed in 2009 and 2016. Excessive stripping of the last chip seal layer led to numerous shallow pot holes this spring along the entire roadway segment. Pot holes of shallow depth are difficult to patch effectively with any lasting effect. Public Works streets maintenance crews would be required to consistently patch numerous times each year until a more permanent and lasting treatment is performed.
Staff determined that a 1.5 inch thick mill & overlay treatment is the most cost effective method to rehabilitate the roadway at this time. To confirm this option, staff engaged Northern Technologies Inc. (NTI) to perform 12 asphalt pavement cores along Xavis Street in early May 2019. NTI's findings verified the existing pavement thicknesses, ranging from 4-5.5 inches, will support a 1.5 inch thick mill & overlay.
There are no assessments proposed as part of this work, and the project will not include any concrete or utility rehabilitation. The pavement treatment is expected to last a minimum of 10 years. At that time, the road will be reevaluated under the pavement management and reconstruction program.
Quotes were received on May 8, and are summarized as follows:
Based on quotes received, staff recommends issuing a contract to Northwest Asphalt. Northwest Asphalt has successfully completed many projects in the City, and is currently under contract for City Project 19-11 (Miscellaneous Trail Reconstruction). Pending Council approval and the receipt of required bond and insurance information, the work will take place the week of May 28. Pavement striping and markings will be reinstalled the week of June 3.
It is recommended the City Council adopt Resolution 19-18(9) awarding a contract to Northwest Asphalt in the amount of $145,073.28 for an emergency improvement by mill and overlay to Xavis Street from Coon Rapids Boulevard to Mississippi Boulevard.
This project is proposed to be funded by the Street Reconstruction Fund (797). Staff is constantly evaluating the effectiveness and performance of the various types of maintenance activities completed under the annual street maintenance program (crack seal, fog seal, sealcoat, etc.), and has started to shift some of the practices. Due to these changes, and the pricing received under the recently awarded 19-5 street maintenance project, there are adequate funds contained within the Street Reconstruction Fund to cover the costs of this work.
