Consider Res. No. 19-12(8) Approving Plans and Specifications for Port Riverwalk Grading and Authorize Solicitation of Bids

Carlson McCain, Inc. has completed plans and specifications for the proposed grading to serve the Port Riverwalk Housing Development. Council is requested to approve the plans and specifications and order advertisement of bids for this work.
At its June 6, 2018 regular meeting, City Council adopted Resolution No. HRA 18-3 authorizing a purchase agreement between the Housing and Redevelopment Authority (HRA) and Centra Homes LLC for land located at
12xx through 15xx Coon Rapids Boulevard and 99xx East River Road for future housing development. A stipulation of the agreement initially
established that the developer will be responsible for site grading and construction of private utilities and other private improvements on the development site, and the City will construct public streets, sidewalks, and utilities associated with the project. The source of these funds will be pooled TIF from other districts, which have limited other uses.
A development agreement between the City and Centra Homes (developer) has been drafted, and is currently under review. Centra Homes retained Carlson McCain to complete plans and specifications for the site improvements based on City Engineering standards.
In order to expedite work, staff proposes to publicly bid the site grading and erosion control portion of the project at this time. Centra Homes will be responsible to reimburse the City for all site grading and erosion control costs at the time of closing and an agreement will be developed that provides the terms for such reimbursement.
The project area is depicted on the attached project location map. Plans and specifications are available for review in the City Engineer's office. The advertisement would be published in June with a bid opening scheduled for July 8. Bid results and a recommendation for contract award would be presented to Council at the July 16 meeting. Once the contract has been awarded, the work would be scheduled to begin prior to August 1st.
Staff recommends Council adopt Resolution No. 19-12(8) approving plans and specifications and ordering advertisement of bids for the proposed grading to serve the Port Riverwalk Housing Redevelopment.
Prior to award of contract, an agreement will be executed between the City and Centra Homes that outlines the reimbursable costs associated with this grading and erosion control project.
