Subject:    Consider Resolution No. 19-9(9) Awarding Contract for Erlandson Ped Bridge & Dahlia Park Culvert Installation

INTRODUCTION

At its regular meeting held February 19, 2019, Council approved plans and specifications, and authorized the advertisement of bids for replacement of a pedestrian bridge in Erlandson Park that is in poor condition, as well as removing an existing narrow pedestrian bridge in Dahlia Park and replacing with two culverts. Bids were received May 31, 2019, and Council is requested to award a contract at this time.

DISCUSSION
The proposed improvements, shown on the attached graphics, are comprised of the following trail projects:
  • Erlandson Park - Pedestrian bridge replacement
  • Dahlia Park - Removal of existing narrow pedestrian bridge, installation of two culverts in place of bridge, realignment of trail crossing
The advertisement was published on May 10 and 17, and bids were received May 31, 2019. A summary of bids is as follows:

Blackstone Contractors, LLC $164,845.00
Barber Construction, Inc. $184,300.00
L.S. Black Constructors, Inc. $303,927.08

The engineer's estimate for the project was $135,165. Based on bid prices received, staff recommends awarding a contract to Blackstone Contractors, LLC. Blackstone has submitted bids for several City projects in the past, and they come recommended from referrals. Once the contract has been awarded, the work will be scheduled to take place between July and August of 2019.

RECOMMENDATION

Staff recommends Council adopt Resolution No. 19-9(9) awarding a contract to Blackstone Contractors, LLC in the amount of $164,845.00 for the Erlandson Park pedestrian bridge and Dahlia Park culvert installations.


BUDGET IMPACT:
The City will also be purchasing the bridge for this project directly from Contech, at a cost of $43,413, to avoid sales tax on that item. Installation of the bridge will be performed under this contract. The total budget for this project is therefore $208,258. Funding for this project is coming from the following sources: The 2019 Park Improvement Fund (764) contained $90,000 for the Erlandson bridge and $50,000 from misc. trails, with the balance ($68,258) being paid from the Storm Water Utility Fund (640).
