Discuss Annual Street Reconstruction Program

Staff would like to present information to the Council and discuss the City's annual street reconstruction program. Topics to be covered include a roadway condition summary, an outline of the proposed 2020 program, and the current assessment policy as it relates to program funding.
Engineering staff are currently planning for the 2020 street reconstruction program and, based upon bidding challenges experienced this year, we would like to prepare by meeting with the City Council earlier in the process. The attached presentation outlines the most recent pavement condition ratings throughout the City, the proposed program for the reconstruction and maintenance of City streets, and recommendations for 2020.
Staff has also attached the current City assessment policy for Council review, along with a few options to consider when discussing the proposed 2020 reconstruction program.
Staff recommends that Council review the special assessment policy, and comment on the proposed 2020 street reconstruction program.
The total estimated cost for proposed street reconstruction projects 20-1 and 20-2 is approximately $9.4 million.
Street surface costs will be bonded for and/or funded with special assessments, and street reconstruction and MSA funds. Watermain, sanitary sewer, and storm drain replacement costs will be paid for from enterprise funds.
